Louisville Community Development Bank conducts the majority of its lending operations in the 69 census tracts in Jefferson County, Kentucky, that have been designated as Distressed Communities by the Federal government.   Until 2004, LDB restricted its activities to 12 neighborhoods (23 census tracts) that are a subset of the 69 tracts that qualify for NMTC.  With the introduction of a new Strategic Plan in 2004, Louisville Community Development Bank has extended its lending and development activities to include all of the Distressed Communities in Louisville/Jefferson County. The scale of disinvestment, level of economic distress and rate at which physical blight is still spreading in these areas make a compelling argument for a targeted development intervention in these areas.
